Definitions—

1.      “Changing facility” means a room in which two or more individuals may be in a state of undress in the presence of others, including a dressing room, fitting room, locker room, changing room, or shower room.

2.      “Restroom” means a room that includes one or more toilets or urinals.

3.      “Single-occupant facility” means a restroom or changing facility:

a.      With floor-to-ceiling walls;

b.     With an entirely encased and locking door; and

c.      That is designed for single occupancy.

4.      “Full nudity” means that an individual’s genitalia, female breast below the top of the areola, buttocks, anus, or pubic area is completely exposed.

5.      “Partial nudity” means that an individual’s pubic region or chest are less than completely covered.

Student Right to Individual Privacy and Personal Modesty—

Each student has a reasonable expectation of individual privacy and personal modesty. Therefore, students may not be required, invited, or encouraged to undress, change clothing, or otherwise be in a state of full or partial nudity in the presence of another individual, regardless of whether the student is in a restroom or changing facility or the other individual is a District employee. Compliance with this restriction may be achieved by the option of ensuring that students who choose to undress in private have available (1) single-occupant facilities, (2) floor-to-ceiling walls or doors or similar privacy protections within changing facilities, or (3) curtains or similar privacy protections in changing facilities.
